Staff said the food-and-drink guidance formalizes longstanding practice: meals are discouraged inside library program or collection areas, drinks must have lids, and food and drink are not allowed at public computers. Small snack items and covered beverages may be consumed in designated circulation/entry areas. Staff said the change removes prior ambiguity in enforcement.
The personal-belongings guidance was tightened. Previously, customers were required to be able to carry all personal items; staff told the board that standard is now limited to two personal items or bags in addition to what customers can carry, to limit aisle obstruction and safety risks. Staff said unattended personal belongings will be discarded after staff follow posted procedures. The library trained staff in de-escalation and staged implementation of the enforcement change, telling patrons about the policy before full enforcement began.
Staff also described a written set of expectations for branch Friends groups, noting the document is staff-facing but publicly available. The policy sets a $3,000-per-year cap on Friends-group programming support for routine branch programs to avoid service disparities across branches; purchases for furniture or facility improvements fall outside that cap and can exceed the limit. Staff said requests from Friends groups should be submitted with basic documentation and that branch managers are the primary staff contact for Friends-group relationships.
