Council reviews tentative budget and utility transfer; approves budget amendment and senior services interlocal

Washington Terrace city staff opened public hearings Tuesday on the tentative fiscal year 2025–26 budget and on the annual enterprise utility fund transfer, and the council approved two resolutions: a FY2024–25 budget amendment and a three-year interlocal agreement for senior services.
Finance staff (Sherry) told the council the tentative budget and related documents have been presented in prior work sessions and are available online. The city will hold follow-up discussions at the June 3 meeting and adopt a final budget at the council’s second meeting in June, when the certified tax rate and consolidated fee schedule will be considered.
On the annual enterprise utility fund transfer — a required public notice under Utah state law — staff explained the city’s long-standing practice of not charging the city itself for utility services provided to city-owned facilities. Those costs are absorbed by the utility funds (sanitary sewer, stormwater, refuse and irrigation for parks where secondary water is not available) rather than by the general tax levy, a practice staff said avoids shifting the costs into property taxes.
At the end of the meeting council members voted to approve Resolution 25-06, an amendment to the FY2024–25 budget; council announced the motion and took a roll-call vote. The motion passed and the council indicated the vote was unanimous. Council also approved Resolution 25-07, a three-year interlocal agreement beginning July 1 with Weber Human Services to facilitate senior services at the city’s senior center; the city will remain responsible for building maintenance and equipment for the facility, and Weber Human Services will provide programming and personnel support under a funding arrangement that city staff described as roughly $6,000 for personnel support with annual escalation provisions.
Council members thanked staff and outside partners. Council member Cheryl and others acknowledged South Ogden for agreeing to share costs after that city closed its own senior center; staff said South Ogden will cover some cash costs while Washington Terrace maintains the facility. The council approved both resolutions by roll-call vote during the meeting.
