County approves engineering contracts for Ottawa Road phase, Bridge 290 and new road shop design

The contract covers survey, hydraulic and drainage design and preparation of bid-ready plans for one to two miles of roadway; commissioners said the work will allow bids next construction season if budget permits. The motion passed 3-0.
The board also approved a construction engineering agreement for Bridge 290 — a replacement project located roughly 3.5 miles north of Atchison on 314th Road over Deer Creek — with a maximum consultant fee of $96,800 for construction observation and related work. County staff said the county will pay the consultant and be reimbursed approximately 85% by the State of Kansas. The motion passed 3-0.
On a separate vote, the board approved a $15,000 lump-sum proposal from Schwab Eaton for preliminary grading and drainage design related to a proposed new county road shop. That motion passed 2-1; one commissioner dissented. The proposal includes boundary and topographic survey, preliminary drainage assessment, grading plans, earthwork calculations and a submittal to the City of Atchison for project approval.
Bridge culvert analysis: County engineering presented a hydraulic study for County Bridge 29.8-C.5 and indicated a pipe culvert replacement option was estimated at about $82,000 (engineering estimate). Staff recommended a potential cost-share approach; commissioners scheduled a workshop with adjoining landowners and staff for May 27 at 9 a.m. to review the culvert/bridge options and right-of-way implications.
Why it matters: The approved engineering work advances multi-year road and bridge projects that county staff said are contingent on available construction funding during budget cycles. The Bridge 290 contract was described as largely reimbursable by state funds, reducing net county cost for construction engineering.
