The Tigard City Council on May 20 adopted Resolution 25‑15, approving an amended collective bargaining agreement (CBA) that integrates police sergeants into the Tigard Police Officers Association contract.
Human Resources Director Laura Gomez told the council the amendment is limited in scope — it incorporates sergeants into the existing TPOA CBA and clarifies terminology and application of contract provisions for that rank. Gomez said state law changed on April 4, 2024 to permit previously excluded supervisory roles to engage in collective bargaining and that the sergeants submitted notice of intent to bargain in November 2024. TPOA membership ratified the tentative agreement on May 13, 2025.
Gomez and Chief Jamie McDonald thanked bargaining teams on both sides, and councilors moved and seconded adoption of the resolution. The city recorder conducted a roll call vote; the resolution passed by unanimous vote of council members present.
The amendment keeps the CBA’s existing expiration date of June 30, 2026, and does not expand the overall bargaining unit beyond the integration described in the redline amendment presented to council.
