Bullhead City Council voted 7-0 on May 20 to adopt Resolution No. 2025R-25, approving the city's comprehensive fee schedule for fiscal year 2025-26. The resolution sets a $1,000 private-event rental fee for the Olivia McCormick Pavilion, establishes a $25 charge for printed budget books and implements other updated charges; the council directed staff to follow required notice procedures for some proposed changes.
The adoption was the lone formal action at the meeting. City staff said the changes are part of the annual budget process and will take effect July 1, 2025, for items covered by the adopted schedule. Staff also said certain suggested increases that were raised during discussion will require a 60-day public-notice period before they can be implemented.
City staff outlined the principal changes during the public hearing. Assistant City Manager Eddie Kajero said the Olivia McCormick Pavilion will carry a $1,000 fee for private events, and additional costs (for extra staffing or cleanup) would be charged as needed. The utilities department added a lost-water recovery fee to recoup costs when municipal water lines are damaged. Municipal court prosecution-recovery fees were listed in the packet as updated to $75 and $125, respectively, and the council approved a $35 annual park pass for neighboring communities (replacing a prior $50 pass). The budget-book fee of $25 was added at the council's direction. Staff also reported that rental of the council chambers and certain conference rooms will no longer be offered to private commercial users, with the rooms reserved primarily for municipal and public meetings.
Vice Mayor Dan Alfonso asked that the warrant fee and the order-to-show-cause fee be raised from $50 to $75. Staff responded that such changes would require the 60-day notice and must be brought back to council for formal action. The council recorded no named roll-call objections during the vote.
Several members of the public spoke during the hearing and the preceding call to the public about park access and nonprofit use of city facilities. Janice Johnston asked whether conference rooms would remain available for nonprofit use; City Manager (title shown in the meeting packet) and staff said the rooms will be reserved primarily for municipal purposes but that city staff will continue to work with nonprofits and community organizations on access. Speakers from local nonprofits thanked the council for waiving many park fees for nonprofit events and said that practice would continue.
The formal motion to adopt Resolution No. 2025R-25 passed unanimously; at the meeting's conclusion staff confirmed the adopted fees would go into effect July 1, 2025, where not otherwise constrained by notice requirements.
The council heard several informational reports earlier in the meeting, including updates on economic development outreach, summer-camp registration and an all-staff customer-service training program, but those were informational and did not require votes.
