The item was introduced at the committee meeting as “increase appropriations for law enforcement trust fund for future purchases of police related equipment and vehicles” and the mayor said the request was to cover amounts missed in the regular budget so purchases could be made when needed. “We typically budget the entire amount so that when things are needed, we can purchase them,” the mayor said.
Councilmember Janek moved to send the ordinance to the council floor with an emergency designation; Councilmember Neymar seconded. The chair called the voice vote; the motion passed 7‑0.
Committee members asked whether the ordinance reflected an immediate need or a budgeting housekeeping item. The mayor said there was no immediate emergency but that the emergency designation was useful to ensure funds would be available if a purchase became urgent.
The committee did not take additional substantive action; the item will appear on the council floor for consideration consistent with the emergency request.
