City to rebuild formal gardens pathways and drainage; flexipave surface, irrigation and conduits planned

The Parks, Recreation and Forestry Board discussed the formal gardens capital project after Common Council awarded the construction bid and staff outlined the scope.
Staff said the gardens’ gravel pathways and subsurface drains have become clogged and the outlet to the creek has collapsed over time, causing persistent puddling. The approved project will reconstruct the drainage, replace gravel paths with a porous, resilient surface (flexipave) that meets ADA standards and allows vehicle access, and install a new irrigation system to reduce manual weekend watering.
Staff also said conduits for future electrical service will be installed to support event needs (light fixtures, outlets for speakers or microphones). The tentative construction start date was given as Aug. 1, 2025, with work continuing into the following spring as weather permits.
Board members and staff emphasized construction timing and not committing to a condensed schedule if fall weather is wet. The board noted the project will improve accessibility, reduce standing water on garden paths, and add infrastructure for future amenities.
