Council amends HOME-ARP action plan to add senior stability cottages; HUD process question noted

The City Council adopted R159, an amendment to the 2025 Action Plan and Program Investment Summary under the 2023-2027 consolidated plan, to allocate HOME-American Rescue Plan (HOME-ARP) funds toward development of small "senior stability cottage" housing aimed at older adults experiencing or at risk of homelessness.
Councilor Adriana Rogers, who sponsored the amendment, said the proposal would use HOME-ARP funds that the city previously designated but had not yet encumbered, and that the funding would support a rapid procurement and delivery model: she said a documented plan could produce dozens of available units quickly and that she had letters of support from the governor's office and other elected officials. Councilors noted that a federal continuing resolution previously removed one proposed source (modular units) and that the new approach depends on layered funding.
During the meeting, administration staff and the city's HOME/Community Development staff raised a technical compliance question: substantial vs. minor amendments to HUD's consolidated action plan and Action Plan require following the city's citizen participation plan and may require public notice and comment. Ms. Keith (City staff) said the administration understood the need for public participation and that the city would follow HUD guidance; Councilor Rogers said she had already consulted HUD's technical guidance and that the requested change could be processed as a minor amendment in the current timelines.
The Council approved the amendment. Several councilors asked that staff ensure HUD-required public-participation steps are followed if needed; staff agreed to confirm the appropriate amendment path and to coordinate any required outreach.
