During the meeting, administration staff said the medical sobering operator would begin services after a ramp-up period described in the contract; the facility will serve up to 50 people on a short-turnover basis (patients may stay up to 23 hours and 59 minutes). The first-responder receiving area was described as a 20-bed capacity for immediate drop-off, and the men's housing and treatment navigation center was described as opening with 42 beds initially, with the potential for expansion once construction completions and supplemental contracts are executed.
Horizon Services, an experienced operator of sobering programs, spoke in support at public comment. Jamie Campos, CEO of Horizon Services, told the council her organization has operated similar programs and said the interventions reduce emergency-service utilization and link people to ongoing supports.
Councilors pressed administration staff for details about bed counts, staging of contracts and the expected timeline to accept clients. Administration replied that some contracts would execute July 1 pending funding and staffing; other services would begin after training and staffing, likely in the subsequent months.
