The Liberty Elementary District governing board voted May 19 to approve Trust Policy Chapter 3 on third and final read, with edits to explicitly include volunteers and to remove copyright notices where the district made changes.
The motion approved by the board directs that the chapter take effect July 1, 2025. Specifically, the board added the word “volunteers” to paragraph 1 of policy 3-203 (Visitors) so that the policy language reads to monitor “visitors and volunteers,” and also agreed to remove copyright markings that the district’s legal review advised should be taken down when trust-issued policies are altered.
Board members moved and seconded the motion at the meeting’s agenda item 2.1 and voted 5-0 in favor. Board President Michael Todd announced the roll-call vote: Ms. Schmidt — Aye; Ms. Zimmerman — Aye; Vice President Kenyon — Aye; Board Member Scrincioni — Aye; Michael Todd — Aye.
During the discussion preceding the vote, board members and staff confirmed the specific edits to policy 3-203’s title and paragraph language to make volunteers explicitly included and discussed whether the title or the paragraph wording best reflected that intent. The board also asked district counsel to confirm whether removing an ASBA or trust copyright line was appropriate when the district modifies the model policy; staff indicated they would confirm with the risk-retention trust’s attorney, Jennifer McLennan.
The approved motion also instructs staff to remove copyrights where needed in the trust materials. The board recorded the action as approved, 5 yes, 0 no.
