The amendment removes specific language that had singled out certain types of physical disabilities from the rule and instead includes a whereas clause noting ADA compliance. City Attorney Schulte told the council that "we will always follow the law" in implementing accommodations, framing the change as clarifying rather than expanding or contracting legal obligations. Council discussion included members who said they preferred broader language and others who supported the compromise to reference existing federal law.
Council Member Murillo said she does not support limiting the number of podium speakers but thanked the sponsor for allowing additional dialogue. The roll call following debate recorded six yes votes and two no votes, with Council Members Medina and "Mario" recorded in the transcript as voting no. The council adopted the amended rule as Resolution 2025-57.
The amendment will be incorporated into the council’s rules of procedure; staff indicated meeting facilitation will continue to follow ADA requirements when requests for accommodation arise.
