DeSoto council OKs June 7 runoff for Places 3 and 5; ordinance passed unanimously

Council Member Crystal Chisholm moved to approve the ordinance and Council Member Diana Marks seconded the motion; the council adopted it by individual roll call with all members voting yes. City Secretary Alicia Thomas read the ordinance and explained the charter and election background before the vote.
The runoff was triggered after the May 3 general election produced no majority winner for the two seats. Thomas reported the top two vote-getters for Place 3 as Everett Jackson (1,908 votes, 34.12%) and Ken Waters (1,656 votes, 29.61%). For Place 5 she reported Deborah North (1,867 votes, 33.21%) and Will e Adams junior (1,436 votes, 25.55%). Under the city charter, article 3, section 6, a second election is required when no candidate receives a majority; the two candidates with the highest vote totals advance.
Thomas said the city will use the same vote centers contracted with Dallas County for the May election, noting that DeSoto House of Peace declined to participate in the runoff. Staff recommended council approve the ordinance to continue participation with Dallas County, citing convenience and cost savings.
Vote: Council Member Perrette Parker — yes; Council Member Nicole Raphael — yes; Mayor Rachel Proctor — yes; Council Member Diana Marks — yes; Council Member Crystal Chisholm — yes; Mayor Pro Tem Leticia Hughes — yes. The motion passed unanimously.
The ordinance provides for establishing polling locations, early voting by personal appearance, and related contracting. The council did not alter the election schedule or polling arrangement at the meeting.
