A proposed amendment to reduce the FY2026 capital outlay appropriation by $24,000 failed at Danvers Town Meeting after debate. The amendment would have reduced the capital outlay line from $843,000 to $819,000, with the mover (Matt Brandt, Precinct 5) saying the reduction targeted an apparent planned change in police cruiser lighting systems and that existing systems remain under warranty.
Brandt described his experience working in the police-vehicle lighting industry and said the town's current lighting systems (identified in the meeting as the existing brand) had 10-year warranties and were functioning; he urged the town to avoid replacing equipment still under warranty. Tim Donahue (Precinct 4) spoke in support of Brandt's amendment. Rodney Connolly, Director of Administration & Finance, responded that no procurement decision had been made and that the town would examine procurement options after appropriation and possibly repurpose vehicles into spares requiring compatible lighting packages.
The amendment to reduce the capital outlay appropriation did not carry (voice vote). The meeting then voted on the main capital outlay appropriation (the $843,000 line), and that motion carried.
Discussion focused on warranty life, procurement timing, fleet rotation, and the limits of town meeting authority over line-item reassignments. The transcript records no formal roll-call vote for the amendment; the chair announced the amendment did not carry.
