Graham County approves CDBG funding for fairgrounds sidewalks and ADA parking

Manager Welker told the board the allocation—about $291,000—would be used to build pedestrian sidewalks through the park, with the first work focused around the duck pond and the northeast corner parking area. Welker said the project ties to the county's Fairgrounds master plan and that the funds would be used “to build as many sidewalks and ADA parking areas as we could” within the available grant amount.
The resolution followed a public hearing at the start of which Manager Welker summarized how the CDBG funds are distributed through the county’s regional Council of Governments and the U.S. Department of Housing and Urban Development (HUD). No members of the public spoke during the hearing. Supervisors praised the project as improving accessibility for people with mobility challenges and for aging residents who increasingly use mobility devices.
Supervisor comments noted the project would match the master plan and improve public access to park features. The board moved and approved the resolution by unanimous voice vote.
The resolution directs county staff to complete a design plan for the sidewalks and to present the plan to the regional COG (Seago) as part of the CDBG project process. Manager Welker said conceptual draft plans from the county's master-planning consultant are expected in July; construction sequencing and specific scope beyond the duck-pond area will depend on final design and available funds.
The board closed the public hearing and approved the resolution during the regular meeting.
The action uses federal CDBG funds administered through HUD and regional allocation procedures; the county will next present the project plan to its COG partner for final processing and implementation steps.
