County staff secure partial lien release to free school funds for Sparta Elementary practice field

County staff told commissioners they have identified the bond counsel who closed a prior QSAT loan and, with Truist Bank’s cooperation, obtained agreement to execute a partial lien release that will allow Sparta Elementary School and the school system to use the previously encumbered funds for a practice ball field and related recreation improvements.
The request originated from the school system and the recreation committee. County staff said they researched the title and bond history, worked with bond counsel and Truist Bank, and confirmed the bank will perform a partial release so the funds tied to the property behind Sparta Elementary (Rose Street area) can be used for the school’s recreation facilities.
County staff thanked April and Heather (county staff) for their work navigating multiple legal and administrative steps; the board commended their effort and said the result was important to the school system. No vote approving the lien release was recorded in open session; staff reported the legal steps and expected a follow-up agenda item when formal action is required.
Staff also noted that the matter had at times appeared stalled but that they ultimately found a path to a partial release and that the school can now move forward with the practice ball field funding.
