During the town-manager report on Sept. 18, Town Manager Labarty warned commissioners about proposed state-level changes to property-tax structure that could affect local government revenue and borrowing.
Labarty said legislators are considering complex proposals including rollback changes and potential new levies—examples mentioned were a one-time real-estate transfer tax and changes to hotel-room sales taxes—that would be difficult for the general public to interpret and could have unintended consequences for local governments, especially those with debt pledged to ad valorem property taxes. He urged commissioners to monitor developments and said the Florida League of Cities is preparing communications.
Labarty noted the technical difficulties of unwinding long-standing home-rule revenue structures and raised concerns about impacts on bonded debt and federally funded projects that rely on ad valorem pledges. He described the proposals as politically charged and potentially disruptive if enacted in their current forms.
Commissioners asked about timing; Labarty said proposals were surfacing in the legislative session and that staff would forward League of Cities materials and provide updates as details emerge.
