Commission adopts updated fee schedule; EMS transport and utility rate changes included

The Town Commission on Sept. 18 adopted Resolution 2025-024, updating the town’s schedule of fees for fiscal year 2025–26. The adopted changes include reductions of about 12%–12.3% on building-related fees and 5% increases for both water and sewer rates, staff said.

The public discussion focused on emergency medical services (EMS) transport fees. Staff said they reviewed consultant recommendations and adjusted the proposed advanced life support (ALS 2) transport fee downward to be consistent with neighboring communities. Town staff explained that the bills are submitted only when an ambulance transports a patient to a hospital; EMS does not bill for on-site treatment when the patient is not transported.

Fire and EMS representatives explained billing categories cited in the discussion: BLS (basic life support) for minimal interventions, ALS 1 for established IVs or EKG monitoring, and ALS 2 for higher-level care. Staff said Medicare/Medicaid allow billing up to about $2,000 for ALS 2 care but prevailing neighborhood rates are around $750–$850, and the town set its transport fees at the lower neighborhood level so Medicare would cover most of the billed amount for transported patients. Staff also said they send billing notices multiple times and will consult with the town manager if unpaid balances go unresolved.

Commissioners opened the public hearing, received no public comment, and approved the fee schedule by roll-call vote. Recorded yes votes included Commissioner Goldberg, Vice Mayor Stern, Commissioner Chaunoski and Mayor Moore; the motion carried.
