Commission directs staff to develop indoor-playground design for Veterans Memorial Community Center

Department staff reported June 11 that a community survey and joint council/commission discussion supported moving forward with preliminary design work for an indoor playground in the Veterans Memorial Community Center’s Bright Bridal Room.
Staff said 763 people participated in the survey conducted March 10–April 25; 52% favored an indoor playground option (Option A), 35% favored an alternative multipurpose option (Option B), and 13% selected other. Adam Ottos told the commission the council and commission reached a consensus at a June 2 joint work session that staff should pursue a design for an indoor playground to follow community preferences.
Preliminary cost estimates presented by staff ranged from roughly $300,000 to $450,000 for an indoor play structure and enclosure. The department’s 2025 capital improvement plan includes $350,000 earmarked for renovation of the Bright Bridal Room, but staff told commissioners they expect final costs may exceed that amount once design, HVAC, lighting and structural adjustments are included. Staff said they will pursue vendors through state or national procurement contracts, develop a final design and present high-level cost estimates back to the commission before asking the City Council for final approval to construct the indoor playground.
Staff also said the project will require a new fee structure because indoor-play facilities typically charge admission; the department will study operating models and staffing structures by surveying comparable community centers.
Commissioners emphasized designing within the room’s footprint while maximizing vertical play, increasing natural light and creating a bright, family-friendly space. Staff said construction is tentatively scheduled for late 2026 pending final design and budget approval.
