City staff explained that Chapter 15.73 of the Tavares Code of Ordinances requires council‑appointed trustees to be legal residents of the city; Roberts, who already serves on the police pension board in an elected capacity, agreed to transition into the council‑appointed seat. Staff said the previously elected police seat will be vacated and filled through the board’s police membership election procedures. John Hall, a police officer who is not a city resident, had expressed interest in an elective seat and meets eligibility requirements for election under the code, staff said.
The council moved and seconded the mayor’s recommendation to appoint Roberts. The appointment was approved by voice vote.
