City staff said the Eagle Park stormwater pond project is fully funded by three grants totaling $775,000 and aligns with the downtown stormwater master plan. Staff explained that mitigation wetlands were identified off Woodley Road (behind the ballfields), mitigation work was completed, and the district requires an easement to access the site for ongoing regulatory inspections and monitoring.
The council voted to grant the easement. Council members thanked staff for securing grant funding and noted the project imposes no capital cost to the city beyond staff time. The presenter confirmed the grants fully fund the work and that the easement is limited to ingress for inspection as required by the district.
The easement is intended for regulatory compliance and environmental monitoring; staff said routine maintenance and monitoring obligations remain the city's responsibility as outlined in the grant and permitting documents.
