RSU 14 board approves maintenance building, technology and HVAC leases, and two propane buses

The RSU 14 board on June 11 authorized multiple capital contracts and lease‑purchase agreements covering facilities, fleet and classroom technology.
The board moved to authorize a contract with Morton Buildings Inc. of Auburn, Maine, for a storage and maintenance building at 61 Wyndham Center Road in a contract amount of $595,429. The board noted $250,000 of that cost will be offset by the Town of Windham as part of a prior land agreement; the project will be funded from capital reserves and is scheduled for construction next summer.
The board also approved the purchase of 100 iPads and accessories through Apple Inc. for $53,500 amortized over four years at 0% interest, and authorized a lease purchase for 368 MacBook Airs and accessories through Apple at $436,264 (0% interest, four‑year amortization), consistent with the district’s replacement cycle.
For Raymond Elementary, the board authorized the superintendent to enter into a contract with Mechanical Services of Portland for an HVAC upgrade project with a not‑to‑exceed amount of $1,000,000 and authorized lease‑purchase financing through Androscoggin Bank for up to $1,000,000 at an interest rate cited in the motion.
The board also approved acquiring two Blue Bird propane school buses and authorized lease‑purchase financing of up to $224,184; board members said the propane buses carry a per‑unit rebate and represent a lower per‑unit price compared with traditional diesel buses. The district is coordinating a propane‑refueling site at the transportation facility with the town.
Board members noted that legal opinions were filed for leasing documents above the $100,000 threshold and that some technology purchases are partially funded through local programs. All motions carried when put to a vote.
