The Homelessness and Housing Committee on July 8 voted unanimously to refer the mayor’s appointment of Gresham City Councilor Kathy Keithley to the Home Forward Board of Commissioners to the full City Council with the committee’s recommendation that the appointment be confirmed.
Portland Housing Bureau staff and Home Forward CEO Ivory Matthews presented the nomination and described Home Forward’s role as the public housing authority serving Portland and Multnomah County. Matthews said Home Forward administers rent assistance and owns or operates more than 7,200 rental homes and serves more than 18,000 households through rent assistance programs.
Councilor Kathy Keithley was presented as Gresham’s nominee; Matthews said the appointment reflects regional collaboration and described Keithley’s municipal and human‑resources experience. Keithley joined the meeting remotely and thanked the committee for the consideration.
A motion to forward the nomination was moved by Councillor Marietta and seconded by Councillor Ryan. Diego called the roll; Councillors Murillo, Zimmerman, Bridal and Dunphy recorded aye votes. The committee recorded four ayes and referred the resolution to full council with a recommendation that the appointment be confirmed.
Ending: The committee took no other action on the appointment; the nomination will advance to a full council confirmation vote.
