Reno council adopts 2025–29 HUD consolidated plan and 2025 action plan; $2.5M in CDBG projects planned

The Reno City Council unanimously approved the city's 2025–29 HUD consolidated plan and the 2025 annual action plan on June 11, authorizing the city to submit the final plans to the U.S. Department of Housing and Urban Development.

Corey Fisher, the city's housing manager, told the council the consolidated plan establishes strategic priorities for CDBG, HOME and ESG funds over five years; the annual action plan sets the specific projects for 2025. The city’s CDBG allocation for the year, supplemented by carryover savings, totals about $2.5 million and will fund ADA signal and pedestrian ramp upgrades, repairs to park sidewalks and restroom improvements at identified parks.

The Washoe County HOME Consortium will use roughly $2.2 million to support two affordable‑housing development projects that together will provide 82 new units targeted primarily at households at or below 30 percent of area median income. The city’s Emergency Solutions Grant allocation will continue to be used mainly for rental assistance and rapid‑rehousing services for the lowest‑income households.

Fisher said the plan responds to needs identified in a housing and community needs assessment and aligns with the city’s strategic goals. The city accepted public comment during the council hearing and will keep the plan open for written comment through June 16 before submitting the final documents to HUD.
