Resident raises easement and stormwater concerns tied to Rocky Mountain Power work and nearby subdivision grading

A resident raised two complaints during public comment at the May 20 meeting: a planned Rocky Mountain Power infrastructure work that the resident says will cross his parcel and an uphill subdivision’s recent stormwater modifications that the resident says have eroded his yard and are killing trees.

The resident said he was not informed about an easement and has not seen design drawings showing where the power line or conduit would be placed. He asked the city to request a copy of any easement or design that affects his property. He also described stormwater discharge from a higher subdivision that enlarged piping and is now directing runoff onto his property, washing out roots and causing tree loss.

Council members and staff advised the resident that Rocky Mountain Power easements and private utility easements are handled by the utility and that the Municipal Service District (MSD) manages stormwater permits and infrastructure. Staff recommended the resident contact MSD (now at a relocated office address) and asked for specific evidence so staff could steer him to the correct MSD staff member or other agency. The resident said he had previously contacted a contractor and others without resolution and said he wanted city help documenting the issue.

City staff said there is no action taken by the council at the meeting to force utility changes, but staff will identify the appropriate MSD contact and encourage the resident to submit photos and documentation. "If you see anything, just you can call the non emergency dispatcher. If you have any evidence or anything of something illegal going on, just let me know. And I'll do what I can to take care of it," Detective Larson said when addressing safety concerns about transient activity and stolen property mentioned in the public comments.
