MISD board approves broad policy overhaul after heated public forum; amends travel rule

The Midland Independent School District Board of Trustees on Tuesday approved a sweeping set of revised board policies that had prompted hours of public comment and criticism about process and transparency.

Speakers at the board's public forum demanded more time to review a 109-page policy packet that board members placed on the consent agenda with less than 72 hours' notice. Dozens of parents, teachers and former trustees said the changes, developed with outside consultants, shifted decisionmaking authority toward district leadership and the board presidency, set unrealistically high district goals and risked the loss of local control over campuses.

The board ultimately voted to adopt the policy package as a block, with two trustees recorded as opposed. Trustee Burleson led the group of trustees who had asked to postpone action so the public and the full board could review the draft changes.
