Traffic board flags Woods Creek Estate PDD concept over location and access

Members of the Grand Island Traffic Safety Advisory Board discussed a developer concept for Woods Creek Estate, a proposed Planned Development District (PDD) located opposite Park Lane, and recommended tabling further action until the board receives more information and technical review.
The board heard a presentation summary that described the proposal as a gated, blended-housing development with amenities including a community pool and fitness center. Board members said the development concept could add about 150 housing units and would include an internal gated entrance and a possible secondary egress off Brandywine. Members raised concerns about the proposed location’s traffic effects and wetlands adjacent to the site.
“The concept seems great. We don’t love the location,” a board member said, noting proximity to existing residential neighborhoods and ongoing construction by other developers on Stony Point. Several board members suggested forwarding the proposal to the town’s engineering and highway staff and to the Traffic Safety Advisory Board for a formal review.
The discussion also covered the PDD process. Board members described PDDs as a zoning tool that lets a developer propose a mixed or “blended” housing plan for a large tract in exchange for community benefits (for example, parks or infrastructure) and stressed that the town should require financial guarantees, benchmarks and sunset clauses so a PDD does not linger undeveloped.
Because the group judged there was insufficient technical information about access, drainage and trip-generation, the board agreed to table the item and ask that the developer provide full plans and that traffic and wetlands impacts be analyzed before the board takes a formal recommendation to the town board.
Votes at the meeting included a motion to table Woods Creek Estate pending additional information and technical review; the board indicated unanimous or near-unanimous support to do so during discussion.
Looking ahead, members requested the developer supply formal plans and traffic projections and asked staff to circulate those plans to the advisory board and to the town’s engineering department for assessment prior to any future public hearing or recommendation.
