Sherry Carrier, Tulsa’s animal services director, told commissioners the construction site has completed dirt testing and crews are waiting for the pad to dry after recent rain so foundation preparation can begin. “If the rain holds off, then they’ll be scheduled to start foundation prep soon,” Carrier said.
