Greene County commissioners approve CDBG actions, authorize fairgrounds no-smoking ordinance draft and several veteran reimbursements

Greene County commissioners on Thursday approved a series of financing, grant and administrative actions including delegation of signing authority for a federal CDBG contract worth $562,703, multiple CDBG activity extensions, and two small HOME program owner-occupied rehabilitation awards.

The actions, taken during the June 5 commission meeting, also included authorization for the county solicitor to draft a no-smoking and vaping ordinance covering roofed structures at the Greene County Fairgrounds, reimbursements for Memorial Day expenses to an American Legion post, payments for cemetery maintenance and burial/headstone reimbursements for veterans.

The most sizable item was the commissioners’ vote to approve delegation of signing authority and a resolution for federal fiscal year 2024 CDBG contract C93880 in the amount of $562,703, effective May 15, 2025. County staff also presented several activity extension requests tied to federal fiscal year 2021 contract C82905. The board approved a four-month extension for Cumberland Township for a single-family housing rehabilitation project, a six-year extension for Breakwater Sewer Authority for sand bed replacement, and a six-year extension for Franklin Township’s Phase 1 Hills Schoolhouse Road waterline; the extensions are effective May 16, 2025.

The commission approved a budget modification for federal fiscal year 2019 contract C73884 that reduces Greene County administration by $14,889.11 and increases the Wayne Township Breakwater meter replacement project by the same amount.

The commissioners approved a federal fiscal year 2024 CDBG cooperative agreement with Cumberland Township, Franklin Township and Waynesboro Borough and also granted a six-month activity extension for the Waynesboro Borough Bowlby Library ADA improvements under FY2021 contract C82905, effective May 13, 2025.

Under the HOME program, the board approved two owner-occupied rehabilitation awards: $12,500 to Mighty Dog Roofing for a Greensboro project and $8,450 to Sparrows Home Solutions for a Mather project. Both awards were moved, seconded and approved by the commissioners.

On veterans’ items, the board approved a $170.76 reimbursement to American Legion Post 5954 for Memorial Day expenses, approved care and maintenance of 28 graves at Eken Old Cemetery at $3 per grave (total $84), authorized $75 in burial allocations for one World War II veteran and one Korean War veteran, and approved $100 headstone reimbursements for one Army veteran and one Air Force veteran.

The board also moved to authorize the county solicitor to draft a no-smoking and vaping ordinance that would cover buildings and roofed structures at the Greene County Fairgrounds, including grandstands and tents. That motion carried as presented.

Commissioners opened the meeting with a prayer offered by Commissioner Zimmerman and a brief presentation from Tom Bauza, who represented Waynesburg VFW Post 94793; no members of the public spoke during the public-comment period.
