La Habra honors youth volunteers, proclaims Parks and Recreation Month and celebrates longtime finance director's retirement

The City Council recognized several community contributions during the June 16, 2025, meeting, including a presentation by the La Habra Youth Committee, a proclamation designating July as Parks and Recreation Month and a retirement recognition for Finance Director Melvin (Mel) Shannon after 44 years of service.
Youth committee advisors Mikaela Romero and Melissa Rivera described the committees role as an advisory group that encourages youth engagement in community service and leadership. Romero said the 2024-25 youth committee collectively completed 932.2 volunteer hours between August 2024 and May 2025 and calculated that the city saved more than $16,000 in staffing costs based on an estimated hourly rate of $17.50.
Community Services Commissioner Chair Denise Schmidt and Director Kim Albarian presented a proclamation recognizing July as Parks and Recreation Month and thanked park, public works and police staff for supporting recreation programs and events.
The council also honored Melvin Shannon, who city staff said began with the city in 1981 and most recently served as finance director. Council speakers praised Shannons long service, financial stewardship through recessions and the COVID pandemic, and contributions to staff development. Shannon thanked colleagues and reflected on changes in the city during his career. The council presented a commemorative tile and said a paver in his honor will be installed outside city hall.
