La Habra council directs staff to draft e-bike ordinance after county grand jury recommendation

The La Habra City Council unanimously directed staff on June 16, 2025, to develop an electric-bike ordinance for the city after staff described a county grand-jury recommendation to review local municipal codes.
The police chief told the council the Orange County grand jurys late-2024 study recommended that cities examine municipal codes and consider changes to improve safety for riders, drivers and pedestrians. "One of their recommendations after a lot of research and time is for our local cities here in Orange County to really take a look at our municipal codes and what we can do to better ensure the safety of riders, drivers and people using our sidewalks," the chief said.
Councilmembers said they supported moving forward. One councilmember said technological changes bring new safety questions for motorists, pedestrians and e-bike riders; another said the grand jury had been "progressive" on the issue and that the city should act. Following discussion, a councilmember moved to direct staff to draft an e-bike ordinance; a second was recorded and the council approved the direction 4-0.
Staff will return with recommended code changes for council review and possible adoption.
