County staff presented a second amendment to Valley County’s Master Facilities Plan on June 16, describing progress on several capital projects and identifying priorities for the next planning cycle.
The update, prepared with Clearwater Financial as part of the county’s annual retainer, lists committee members and outlines near-term priorities including the Gold Dust property (construction underway, expected online by late 2025/early 2026), the Cascade Annex renovation/rescoping, the Valley County Event Center (Fairgrounds) master plan, and evaluation of highest-use options for the senior center property.
Staff said the Gold Dust project construction is underway and that conversations with potential partners (including a prior inquiry from Idaho Power that has since withdrawn) could create revenue opportunities. The Fairgrounds master plan solicitation has been issued and a master-plan product is expected in 2025; the county may use the completed master plan to strengthen grant applications for venue upgrades.
Commissioners asked for follow-up workshops to coordinate Cascade Annex furniture/equipment needs and for groups including facilities and purchasing to present consolidated bids so installations can be completed in single procurements. Staff said the master-plan amendment is part of an ongoing planning process and that the county will bring action items back to the board as projects near implementation.
