Valley County adopts resolution canceling Cascade Annex renovation RFP and pledges to rescope project

On June 16 the Valley County Board of Commissioners adopted Resolution 2025-13 rejecting the sole response to RFP 2025-01 for renovation of the Cascade Annex and cancelling the current procurement.
The resolution, introduced in the meeting packet and read into the record, cites Idaho Code §67-2805 (the public works procurement statute) and notes the county’s need to relocate staff because of courthouse foundation issues. The RFP received only one response and that response significantly exceeded the project budget; commissioners therefore resolved to reject that bid, cancel the RFP, rescope the project for affordability, and seek alternative proposals from licensed public-works contractors that meet Idaho procurement requirements.
The resolution contains six operative clauses including: rejection of the sole bid, cancellation of RFP 2025-01, affirmation that receiving three bids is impossible under the circumstances, direction to rescope the project, instruction to solicit alternative proposals from licensed contractors, and an effective date upon passage. The board moved, seconded and voted aye to adopt the resolution.
County staff said the rescoping will be used to align project cost with available funding and to avoid further disruption to county operations while the county seeks a viable procurement path.
