The Balch Springs Economic Development Corporation voted Monday to approve a contract with Kimley‑Horn and Associates for professional engineering services not to exceed $15,000 to support a Safe Streets for All (SS4A) planning grant application.
Staff told the board the SS4A grant, if awarded, would provide about $200,000 to create an ADA transition (sidewalk) plan the city needs to remain eligible for future federal transportation funding. Staff said the city does not currently have an ADA transition plan that establishes sidewalk connectivity across business corridors and other priority streets. "We have to have an ADA transition plan," a staff member said during the presentation.
According to staff, the city has worked with Kimley‑Horn on previous transportation grants and projects, including recent signal and intersection work along Beltline Road and design funding for Elam Road. The staff report stated an existing contracting-services balance of about $114,000–$115,000; approving the Kimley‑Horn contract would leave an estimated $99,000 in that line at fiscal year end.
Board members were told the SS4A application deadline was June 26. Staff explained the city intends for Type A to temporarily pay the full $15,000 so the application can meet the deadline, then seek Type B reimbursement or formal approval afterward because Type B lacked a quorum earlier in the month. Staff said invoices would not be postdated; if Type B later does not approve the expense, Type A would absorb the cost.
A motion to approve the contract was made and seconded. The roll call vote was recorded as: David Ruffino — yes; Ivan Guo — yes; Felicia Riddick — yes; Gwendolyn Gardner — yes; Brandon Jackson — yes. The motion passed.
Staff said approval would allow the city to submit the SS4A planning application in time and continue pursuing federal funds tied to corridor safety and economic development improvements.
