Collegedale declares Camp Road emergency, authorizes time-and-materials repair

The Collegedale Board of Commissioners on June 2 found that Camp Road presented an emergency condition and authorized an immediate repair using a time-and-materials approach so crews could begin work without a firm contract price.
City staff said the pavement was undercut and becoming dangerous and recommended using the same contractor that completed the Pine Hill Road emergency repair. Because the scope cannot be fully known until excavation begins, staff requested authority to mobilize the contractor and proceed under a T&M contract; the commission approved the finding and the authorization on a roll call vote.
Staff described the anticipated repair sequence as cutting into the travel lane to expose the undercut area, installing No. 2 riprap, pouring concrete or leveling courses of asphalt to avoid reflective cracking, then placing a final asphalt surface. Officials said scheduling will depend on what crews find during initial work. They noted school traffic and bus routes — with school starting July 30 — as a scheduling consideration and asked staff to accelerate mobilization.
The commission directed staff to return with a final project total after completion. Staff said the contractor that worked on Pine Hill Road had stayed under budget on that project and was the recommended vendor for Camp Road.
