The Collegedale Board of Commissioners on June 2 approved Ordinance 11-160, a fiscal year 2024–25 budget amendment that staff said is primarily driven by a large overage on a parking-lot project and an emergency repair to Pine Hill Road.
City staff told commissioners the largest single element was about $1 million related to the parking-lot project; the Pine Hill Road emergency repair was also a major factor. Staff also identified vacation payout liabilities from personnel turnover, replacement of tasers purchased for newly hired officers, and work to repaint a train car and replace rotten railing as contributors to the amendment.
During discussion a commissioner said the total amendment was “hard to swallow” and cautioned that repeated large year-end amendments would not be sustainable. Staff answered that some expenditures — such as vacation payouts — are not discretionary and that the parking-lot expense and emergency right-of-way repair are the primary drivers of the overage. The commission approved the amendment on a roll call vote.
Staff did not provide a complete line-by-line breakdown at the meeting; they said they would return with final accounting as part of the normal year-end reporting process. The commission did not change the ordinance language before voting.
