Staff described constraints on the north side of Buckner Road — a steep slope and an 18-inch stormwater pipe — that prevent installing the full five-lane configuration immediately. Staff said JMT estimated the interim three- or four-lane striping could “live with” current conditions for about two years.
Staff told the committee Jones Brothers will perform the physical striping under its existing Buckner Lane contract; the proposed additional pedestrian signals and signal head will require a change order to that contract. Staff reported the striping, additional signal head and a new crosswalk were “estimated to be about 35 to 40000” in the city presentation and explained that a fee-in-lieu from the developer will offset some of that cost. Kimley Horn, the engineers for the Buckner Lane project, will incorporate the changes into construction plans if authorized.
Committee discussion focused on lane configuration for peak-hour traffic and school-related queuing. Interim city engineer Gerald Holden and other members urged closer review of AM peak turning volumes, with some members suggesting a through/left combination and others proposing a through/right as alternatives.
The committee approved a motion to give a positive recommendation to BOMA to proceed with the restriping project and to issue a request for information to engineers to develop construction plans. The motion was moved by Mr. Groninger and seconded; members present voted in favor and no opposition was recorded in the transcript. Staff said they will present the item to BOMA and proceed with engineering as authorized by BOMA.
