The North Logan City Council approved a zoning map amendment to rezone six parcels along 1800 North and 800 East from A-10 (agricultural, 10-acre minimum) to R-1-10 (single-family residential on 10,000-square-foot lots), and required a development agreement to memorialize a submitted concept plan.)
Scott, city planning staff, told the council the parcels predate the 1977 zoning map and currently are legal nonconforming. He said the revised request was intended to "clean up some zoning through this area" and to allow properties that are already approximately 10,000 square feet to conform to a residential zoning district. Scott explained the approved concept would remove a curb cut on 1800 North near the intersection and instead rely on a shared rear-access easement to a private driveway on 1800 East. Staff said the approach improves safety near a planned roundabout and reduces conflict at the intersection.
The planning commission reviewed the rezoning, held a public hearing and recommended approval unanimously. Scott said the council should condition the rezone on a development agreement and an exhibit (the concept plan) so future subdivision approvals follow the same access arrangement; if a future subdivision differs from the exhibit, the rezoning would revert to its prior zoning and the applicant would need to reapply.
A council motion to approve the rezoning included instruction to finalize a development agreement that memorializes the concept plan. Councilmembers discussed safety benefits of moving access points away from the intersection and the benefits of requiring rear access from 1800 East. The rezoning motion passed unanimously.
