North Logan council approves application to CIB for stormwater master plan

North Logan City moved forward with an application to the Utah Community Impact Board (CIB) to fund a stormwater master plan after a public hearing yielded no public comments. City staff said the project would produce a citywide stormwater master plan to guide capital improvements, regional facilities and pipe connections to canals.
City Manager Alan explained the application is for a $100,000 project, with the city requesting $50,000 from the CIB and matching $50,000 over two fiscal years: "This is an application of the Community Impact Board. 1 of the requirements is to hold this meeting, hold a public hearing to receive public input, regarding the application for these funds," Alan said. He described the work as a first-ever plan for North Logan that would identify where larger regional storm facilities and capital projects are needed rather than ad hoc, parcel-by-parcel work.
With no public testimony, the council approved a motion to proceed with the application. Mayor and council members praised staff work on the application; Councilmember Emily made the motion to submit the application and the council approved it by voice vote. Staff said the consultant scope would describe systemwide recommendations, including basins, retention and detention planning that align with state stormwater permitting requirements.
Ending: Staff will submit the CIB application and return with application materials and anticipated schedule; if funded, the plan will inform future capital-improvement decisions for stormwater infrastructure.
