Charter commission finalizes report, orders full audit posting and agrees to present redlines to council

The Charter Review Commission completed its work on June 11, voting on a set of procedural items and on how to present the commission’s recommendations to the City Council.

The commission voted unanimously to change the language in Section 7.18 on independent audits so that the charter requires the entire audit be published on the city’s website rather than only a summary. A motion to replace the word "summary" with "entire audit" in Section 7.18 was made, seconded and approved by roll call.

The commission also voted unanimously to present all approved redline changes and other edits to the council as part of the commission’s final report; commissioners discussed the format and whether to have a short presentation at the July council meeting and agreed that members would be present to answer questions. The commission agreed that one or more commissioners will appear before council at the July meeting to present the recommendations; members discussed a three-minute time limit for any single presenter.

Separately, the commission approved the minutes of the June 4 meeting. The motion to approve June 4 minutes passed 10-1 with one abstention (the member who had moved the minutes abstained).

Finally, the commission approved the memorandum that will accompany the final report to council, with a minor spelling correction requested by a commissioner. That motion passed unanimously.

All approved redlines, the signed cover sheet circulated at the meeting and the finalized memorandum will be attached to the final report for the council’s July meeting.
