North Logan council approves FY2025 midyear revision, holds FY2026 hearings

The North Logan City Council approved a midyear revision to the fiscal year 2025 municipal budget on a unanimous voice vote and opened public hearings on the proposed FY2026 municipal, redevelopment agency (RDA) and local building authority (LBA) budgets.
City Manager Alan presented a condensed review of department-level changes and proposed next-year items, saying the packet "is a tremendous amount of work condensed into 1 PowerPoint" and that the presentation aimed to make the budget easier for council review. He told the council the city remained about $199,000 short of its overall fund balance target and that staff would identify cuts before the final approval.
The revision approved at the meeting was the FY25 "R2" adjustment. Councilmember motion recorded the approval; the council then opened a public hearing on the FY2026 municipal budget. No members of the public offered testimony. Alan said he did not recommend approving the FY2026 municipal budget at the same meeting to allow time for public input and for the council to review any changes that might arise: "If we receive public input tonight or anytime in the coming weeks, it gives us a chance to make those revisions and then come and share them at the next city council meeting for approval." The council left the FY2026 municipal budget for a subsequent meeting.
The council also convened as the Redevelopment Agency (RDA) and Local Building Authority (LBA) and held the statutorily required hearings on proposed budgets for those entities. The council approved a proposed revision to the FY2025 RDA budget and subsequently approved the RDA FY2026 budget. The council then briefly convened the LBA and approved both the FY2025 revision and the FY2026 LBA budget.
Council members asked for more frequent, digestible financial trend reporting. One councilmember said the added line graphs in the presentation were “really valuable” and asked staff to provide quarterly trend visuals drawn from the monthly reports. Alan and staff agreed to supply follow-up trend charts and to consider a workshop or regular check-ins to allow the council to give budget-level direction throughout the year.
Ending: Staff said they will publish updated charts and identify any proposed cuts ahead of the next meeting so the council can consider final FY2026 appropriations with any public input and revisions.
