County staff preview bond sale authorization and outline budget timeline to finance committee

Kenosha County budget staff told the Finance and Administrative Committee that a resolution authorizing the county’s annual bond sale will be presented at the July meeting, with the bonds scheduled to go to market in August.
Arna Bench, the county budget director, and other staff summarized the annual budget timetable: department budget requests are distributed around Memorial Day and returned by July; the county executive’s proposed budget is presented the first Tuesday in October; committees review departmental budgets during October; Finance Committee holds consolidated budget hearings in late October (committee materials referenced October 27 as a key budget hearing date); and the county board considers final action in early November.
Bench said the July resolution will present items already authorized for borrowing and identify projects moving forward versus projects on hold. The staff presentation did not list project-by-project borrowing amounts at the committee meeting; Bench said the July materials will include the consolidated list of projects proposed for borrowing.
Committee members emphasized the importance of the October budget hearings. Chair Jeff Gantz called the annual budget the most important duty of county supervisors, and urged Youth in Governance members and supervisors to attend the October hearings to observe departmental presentations and decisions.
No formal borrowing resolution was acted on at this meeting; staff noted the July agenda will include the authorization resolution and asked the committee to expect that materials in advance.
