Ashland County reports under-budget year; staff flags reimbursement anomaly in levy figures

At the meeting, a county staff member identified as Amber reported on 2024 end-of-year expenditures, saying Ashland County is ‘‘under budget’’ overall but that some programs showed both higher expenses and higher revenue.
Amber said a negative figure appearing in the county’s CCS levy line reflects prior-year revenue rather than current undercollection: ‘‘It's because there was prior year revenue in there, so I know it looks funky, but, it's good news,’’ she said. Staff also noted an error that had previously caused less than full reimbursement was found and corrected; Amber said the county has been 100% reimbursed in the last five years she examined. For budgeting purposes she said she will conservatively plan at 97 percent reimbursement for now.
Amber told the board the finance office is still closing the year and that more complete 2025 numbers will be available at the June meeting (reports through April will be provided then). She asked if anyone had questions; none were recorded beyond a scheduling question about when 2025 numbers would be available.
The board did not take formal action on the budget figures during the meeting; the report was informational and intended to guide staff preparations for the upcoming budget cycle.
