Business owner tells council she has been harassed by neighbor; requests city help

During the public‑participation portion of the June 10 meeting, Melissa Shrubey of 7528 West Blake Road spoke to the council about ongoing harassment she says she and her business have suffered from a neighbor.
Shrubey introduced herself as “the owner of GM's dog house and the Vainglory's land lounge,” and said she and her husband purchased their building on 70 Fifth and Beloit about three years ago. She said the couple worked with city departments and planning to address community concerns before opening and that their operation has been run “respectably” for the past six months.
Shrubey said one neighbor, whom she identified in the record, has repeatedly filed complaints about minor issues, surveilled the property and its alley, verbally harassed patrons and staff, and sent unsolicited messages to her personal phone. She said police and code enforcement have responded “three times a week” in earlier weeks, which she said has harmed her business’s reputation and demoralized staff. She told council members the conduct has escalated and said she fears for her safety and for the safety of her pets. Shrubey asked the city to “help protect us and our residents and other local business owners from ongoing and unacceptable behavior from nuisance callers.”
Councilmembers did not take action during the meeting; public‑comment items are not acted on at the same session unless placed on a subsequent agenda.
