Executive committee opens rules-review item; vice chair compiling submissions

The Marathon County Executive Committee discussed operational functions required by statute, ordinance, resolution or policy and asked supervisors to submit items for the county Rules Review Committee to consider.

Chair Gibbs said the committee will make recommendations to the board for approval at the June meeting and that rules-review work would be brought back for adoption at the organizational meeting in April 2026. "Per our board rules, rules review will be appointed, or the recommendations to the board will be made this month," Gibbs said.

Vice Chair Dickinson told the committee he already has a running log of items received by email and that he has discussed the list with corporation counsel. "I have received some emails since probably going back to September, from several supervisors that I'm keeping a log of. I've spoken with corporation counsel about that as well," Dickinson said.

Supervisors suggested specific items for the review. One proposal was to consider consolidating committee meetings into a single full-board meeting with voting rather than two separate meetings; proponents cited potential efficiency and mileage cost savings. John Robinson asked staff to compare the county's rules with a template prepared for the Wisconsin Counties Association by the law firm Ahtellos (as provided to WCA) to identify best-management practices.

No formal motion to change the county's meeting schedule or to adopt any rule changes was made at this meeting. The committee asked supervisors who had suggested items to send them to the vice chair by email so they can be scheduled for the rules-review work.

The committee then proceeded to a scheduled comprehensive-plan chapter review.
