Council approves bond for Richburg Meadows phase 1; developers and council members raise bridge and infrastructure concerns

Chester County Council voted 5-1 to accept a subdivision bond for Richburg Meadows, Phase 1, clearing the way for infrastructure construction on a 68.4-acre parcel planned for 163 homes.
Planning staff explained the county's subdivision code requires subdividers either to install infrastructure up front or post a bond to guarantee work before final plat approval and issuance of addresses. Representatives from the developer, named in the meeting as Dream Fiber Homes (John Asinga and Christopher Robusto), and the project engineer, Benjie Layman of the Isaacs Group, were present to answer questions.
The staff presentation identified the bond as the security for internal infrastructure work on phase 1: roads, sidewalks, internal water and sewer, stormwater, street trees and signs. The staff packet described the project as the first of four phases for the Richburg Meadows development and noted the larger plan allows up to 400 units at full build-out.
During discussion Councilmembers raised concerns about off-site infrastructure, including local bridges. Councilman concerned about traffic said two bridges'one over Fishing Street and another over the CSX line'were not scheduled for replacement and that current widths limit two-way passage for large vehicles. Planning staff said Chester Water and other partners are pursuing easement work and that the comprehensive plan process will consider infrastructure impacts from growth.
Council voted to approve consideration of the bond and then approved the bond by a recorded vote of 5 in favor, 1 opposed.
The developer team was present and staff said Chester Wastewater had received as-built sewer drawings for portions of the development and had found no issues in its initial review. Staff advised that final plat approval and issuance of addresses are conditioned on fulfilling the subdivision code requirements and completing infrastructure or maintaining the bond.
