VHR advisory board members dispute composition; recommend county-wide resident representation with permit-holder balance

Board members debated how to compose the VHR Advisory Board. The discussion focused on whether seats should favor residents from areas that allow VHRs, include permit holders, and preserve a previously proposed East Fork (valley) seat intended to provide a county-valley perspective.

Members said advisory-board membership should reflect those affected by VHR rules and provide balance between permit holders and neighbors. Several members argued for more non‑permit-holder voices to ensure impacts such as fines and neighborhood nuisances are considered by people who live near rentals.

“I do think it's important that the people that are on the advisory board are affected positively or negatively ... by VHRs,” one member said, arguing for residents with local, anecdotal familiarity of neighborhood issues. Members proposed possible mixes including (a) three non‑permit‑holders and two permit holders, (b) two and two with a commissioner-selected at-large member, or (c) countywide resident seats rather than a single East Fork designation.

Staff and board members noted the East Fork seat originally derived from negotiation around prior litigation and compromises; some members said the seat’s original purpose (neutral county-valley perspective) could be achieved by widening the pool of non‑permit‑holder members across the entire valley.

The group did not finalize a binding change. The advisory board recommended language that residents serving on the board be drawn from areas where VHRs are permitted, and several board members expressed a preference (but not a final vote) for a makeup with a majority of non‑permit-holder seats in order to ensure neighborhood perspectives weigh heavily.
