Valley View resident tells board recurring drainage problems flood her house; town to investigate

During the public-comment portion of the June meeting, a resident identified as Miss Maynor urged the Rising Sun Mayor and Board of Commissioners to address recurring flooding behind a row of townhouses in the Valley View neighborhood.
“I am tired of getting up at 11 and 12:00 in the in the morning when it's raining with a snow shovel pushing water over the sidewalk so my house don't flood,” Miss Maynor told the board. She said an overflow pond behind the townhouses discharges water into a swale that she and neighbors say has been filled in and blocked by fences and yard work, worsening the problem.
Miss Maynor described a drain under the sidewalk with two pipes that she said cannot handle the volume of water and said deepening the swale and installing additional drains solved problems in the upper part of the neighborhood but not the lower swale adjacent to homes.
Mayor Merrick and Town Administrator Calvin asked follow-up questions. Calvin acknowledged the problem and attributed it to a developer design choice for an overflow pond, saying the pond routes stormwater behind the houses rather than into an under-street outlet. “To answer your question, mayor, yes. It is a it was a design from the developers,” Calvin said. He told the resident staff would “look at it again.”
Miss Maynor also said the standing water poses problems for pets and safety; Calvin and other staff did not commit to immediate construction but characterized the issue as one staff will investigate and address through the town's drainage and public-works process.
No formal action or vote was taken during the meeting on the Valley View drainage item; the complaint was recorded during the public-comment period and staff said they will follow up.
