The Vacaville City Council accepted a Municipal Services/CFD best-practices study from consultant Economic & Planning Systems (EPS) on June 10 and directed staff to use the recommendations to update local goals and policies for community facility districts.
The EPS study was commissioned to support the city's forthcoming fiscal-impact analysis for the East-of-Leisure Town growth area and to recommend consistent, transparent CFD practices after criticism from developers and others about past annexations and tax treatments.
Key recommendations from EPS - Require fiscal impact analyses for large projects and define clear thresholds when such analyses are required; allow multi-project evaluations where appropriate. - Prefer municipal services CFDs over lighting and landscaping maintenance districts for new growth because services CFDs can fund a broader range of ongoing services, administration, and long'term repair and replacement obligations. - Create a standardized maintenance-cost handbook and methodology so that maintenance funding expectations are transparent and equitably applied across projects. - Use an annual fixed escalation for services CFDs rather than a pure CPI adjustment for administrative predictability. - Maintain the city's existing 2% total tax ceiling but adopt a practical working threshold (about 1.75' 1.85% of a home sale price) when structuring combined infrastructure and services CFDs to preserve development feasibility. - Consider an area'wide maintenance services CFD for future growth areas and evaluate creative approaches to funding long'term repair and replacement needs.
Council action and next steps Council voted to accept the EPS analysis and directed staff to proceed with a formal update to the city's CFD goals and policies. EPS will continue its fiscal impact analysis for the East-of-Leisure Town specific plan, as previously contracted. Staff will return to council with proposed policy changes and any implementing documents.
