The deficit, staff said, is the result of lower-than-expected participation and higher labor costs versus the USDA labor formula. “We actually ran a $230,000 deficit right now as fleet nutrition, this fiscal year based on reimbursement and cost,” said Mister Foster, a district staff member who presented the analysis.
