Council funds existing arts master-plan line; commission seeks additional $35,000 not included in budget

Commissioners pressed staff on June 5 about how the city budget treated the arts master-plan request and what was approved by the City Council during the recent budget review.
Director Gruner told the Arts Commission that City Council approved continuing funding for the existing arts master-plan line and that the total allocation recorded in the adopted budget for the commission’s programs is $416,990. Gruner said that the commission had requested $457,000 in its earlier master-plan materials; an additional $35,000 requested specifically for a master-plan renewal was not included in the council-approved budget.
Gruner explained the funding breakdown shown to council: roughly $237,000 for programming and operations and about $180,000 for salaries (base pay plus benefits). He said Smart Camp will be funded at $60,000 for the fiscal year and that the council returned the arts master-plan funding at levels similar to previous years. Gruner said there will be opportunities to present changes during the midyear budget review process.
Vice Chair Darian and other commissioners said the discrepancy between the commission’s requested totals and what council reviewed created confusion during the council study session; Darian asked for clearer procedural steps and training on the municipal code provision that authorizes the commission to review the annual budget and advise the council. Gruner said the master-plan renewal request (the separate $35,000) could be revisited and that staff would work with commissioners to identify funding options when the commission prepares items for future consideration.
Commissioners requested a staff report at a future meeting showing the detailed line-item breakdown used in the council budget document so the commission can reconcile its requests with the finance department’s presentation.
